Jim manages the UAS Research and Safety programs at UROC. Primary duties include managing cost, schedule, and performance of a wide variety of UAS research projects from government, academia, and industry (other than the Chesapeake UAS Route Network project). He also developed and maintains the UROC Safety Management System (SMS). He has an FAA Part 107 sUAS certification and has served as a UAS pilot, visual observer, and aviation safety officer.
Jim is a Private Pilot and Master Ground Instructor, a retired U.S. Air Force navigator and staff officer, and a former NASA flight engineer and project manager. One of the projects he was involved with was a three-year hurricane research mission using the NASA Global Hawk UAS flown from NASA Wallops Flight Facility in Virginia.
He holds a B.S. in Aeronautical and Astronautical Engineering from the University of Illinois and an M.S. in Engineering Management from the University of Alaska Fairbanks. He is also a certified Project Management Professional (PMP).
